Budgets are developed for diverse functions and activities in firms. They are designed to provide a basis for staff assessment, corporate growth, system effectiveness and efficiency for resources deployment in the best possible way to gain revenue, profit and brand advantages. Some budgets are formed by management and passed down to the employees, while another leadership involves some or all employees in budget planning and development to drive ownership and responsibility. Both approaches are productive, with more scholars favouring the bottom-up approach. This study will test the type of budgeting process at the ICT Service and the employees' views on the process. If required, it will also focus on tweaking the structure to boost employee commitment and company performance.
